The Council is seeking a Civil Parking Enforcement Officer (CEO) to provide an efficient and effective service of on-street parking enforcement in order to minimise parking contraventions through the issue of Penalty Charge Notices (PCNs) in appropriate cases and to provide the same service in respect of the Council’s off-street car parks. This CEO post is to operate from Beverley.
We are looking for a person with experience of working in a face to face situation with the public and able to work on their own initiative within the rules and regulations of parking enforcement. Successful applicant will be expected to act with integrity and honesty, treat customers with respect and have a self-motivated and enthusiastic approach to work. CEOs are required to issue PCNs to vehicles contravening parking controls on street or in Council owned off street car parks, check that parking signs / road markings are accurate and to report deficiencies to the CEO Supervisor. They will inspect Council owned car parks and report defects, check pay and display machines are in working order and replenish ticket reels and undertake minor repairs as required. CEOs will use a hand held computer to issue PCNs and download data and record evidence of parking contravention activity by taking photographs and providing written evidence.
CEOs will also identify and report to the CEO Supervisor any incidents of illegal parking that requires police action, monitor and report changes in parking patterns, identify and report any suspected abandoned vehicles, respond to public complaints and enquiries in a polite and helpful manner and operate Council vehicles as directed. Applicants must be able to provide written witness statements, if required attend Traffic Penalty Tribunal hearings, report Streetscene offences and record evidence in support of a court prosecution or other corrective measures. The type of offences may include littering, fly tipping, fly posting, graffiti, dog fouling, abandoned vehicles and other environmental offences. CEOs also assist with Council approved events on car parks and in the highway and provide guidance and information to members of the public.
The successful applicant must be able to undertake all duties as details in the job outline, including long periods on feet (walking around 10 miles per day) in all weather conditions, be able to undertake periods of physical activities including lifting 10kg bags of road grit / salt.
Successful applicants will wear full uniform including hat and carry all equipment and identification while on duty.
Applicants must have a minimum of GCSE or equivalent in English Language and Mathematics to pass level and must agree to undertake training to City and Guilds Awards Level 2 for CEOs or equivalent qualification.
